Beginner
Picnik – This is a great online tool for beginning photo editors. Just upload your photo and go to town. It has plenty of basic photo editing options like crop, rotate and some color balancing.
Intermediate
Photoscape – Photoscape has plenty of basic editing tools that are reasonably automated. However, it has the added benefit of allowing you to tweak settings to get exactly what you need. In addition to basic editing, Photoscape includes a batch editor for modifying multiple photos at once. It can also layout photos in page format, combine photos, create animated images and much more.
Advanced
GIMP - GIMP is an excellent free alternative to Photoshop. It has the majority of Photoshop’s editing features including layers, selection tools, image adjustment tools, filters and more. You can remove backgrounds, tweak color balances and do just about anything else you can image. Very little of GIMP’s tools are automated, so there is a steep learning curve. However, if you persevere, it will enable you to do some amazing things with your photos.
